Trade governance, as embodied in the multilateral trading system represented by the WTO, will thus needs to provide a supportive framework. One way in which it can do this is by facilitating trade in clean energy goods and services essential for the rapid scaleup of clean energy, aiding in efforts to decarbonize the global economy. This paper examines how the WTO can play this role.
