505 _aEfforts to combat climate change need to be supported by a broad-based policy-toolkit, including trade policy tools. Trade governance, as embodied in the multilateral trading system represented by the WTO, will thus needs to provide a supportive framework. One way in which it can do this is by facilitating trade in clean energy goods and services essential for the rapid scaleup of clean energy, aiding in efforts to decarbonize the global economy. This paper examines how the WTO can play this role. It finds that this will involve addressing a number of substantive and process-related issues with regard to improving markets for clean energy goods and services, enabling greater transparency in clean energy measures and policies that could restrict trade, improving clarity with respect to existing trade rules and possibly developing new ones...
