On 10 august 1983, the United Nations Secretary general issued an appeal for international assistance to the victims of natural dissasters in three Latin American countries : Bolivia, Ecuador and Peru, because the climatic change had led to widespread flooding in extensive areas of the three countries. In addition, the El Niño phenomenon had also caused unprecedented drought in the highland areas of Bolivia and Peru, further aggravating the emergency situations in those countries.
