Final report and appendices of the II extra - ordinary council of experts of Olade held in Quito - Ecuador, on February 9 - 13, 1981. It includes recommendations 117 to 120 : strategy for the Olade during the decade of the 80's, draft proposal for the establishment of a technical assistance fund for Olade, new mechanism to establish the contribution of member States, and regulations for receptions and administration of donations, legacies, contributions to Olade.
