With the fall of the socialist dictatorships and the failure of economic centralism, it is clear that the United States is the world's superpower -in both political and military terms. The slow progress of the Uruguay Round trade talks underlines the trend towards regionals trade blocs in Europe, North American and South East Asia. Moreover, the South's international bargaining power is tending to decrease, as it becomes ever less unified. There is a growing diversity in levels of development, and this has led to a similar disaggregation of interests. The south will also have to vie for international attention and cooperation with the countries of Central and Eastern Europe.
