Latin America is the area of the world which has seen the sharpest change in capital inflows from the outside world in the last two years. The shift has been most pronounced in Mexico, but has affected all major countries. The new capital inflows are in equal parts portfolio investments into booming stock markets, the reestablishment of access to the international bond market by the larger countries,and foreing direct investment.
