This paper presents a framework for electric power pricing to the developing countries. The paper contains a review of the basic theory of marginal cost pricing applicable to the power sector, and a summary of the current state of the art. The adaptation of the theory for practical application in relation to the objectives of power pricing policy in the LDC context, results in a two stage procedure for tariff setting.
