The purpose of this document is to provide background information to help stimulate open discussion during the IPCC workshop on adaptation to climate variability and change. This draft working paper addresses some of the many complexities of adaptation to support the development of a framework for possible use in the IPCC third assessment report, working group II. Working group II is now in the process of scoping the possible content for its contribution to the third assessment report and this IPCC adaptation workshop is an integral part of that process. The paper is intended as a communication vehicle to capture, to organize, and to integrate concepts.
