N2  - The problem of hunger is new to many societies in developing countries. In the past, many countries used to export food, and others had no food surpluses, but no food shortages either. What has happened is that our access to fossil fuels, to advanced science, technology and management, has resulted in many countries experiencing widespread hunger for the first time. This paper is based on the authors experience in West Africa and Brazil, where they worked in agricultural development programs
