The author of this paper indicates that there are some conclusions to be drawn from the American experience. First, a privately owned industry can produce and deliver an economic and reliable supply of electricity. Second, cost of service regulation may not always produce least cost electricity or satisfied investors. There seems to be a role for competition, at least in the procurement of new generating resource.
