Air quality management in a broad sense involves documenting the effects of air emissions on the environment, setting objectives which specify what level of effect is aceptable, and controlling emissions so that objetives are achieved. Ambient air quality monitoring, source emission testing, air quality assessment, biomonitoring and monitoring system network desing are components of an overall air quality management system. The most important factor in the design of air monitoring systems is the objective of the monitoring program.
