The paper examines the environmental, technological, socioeconomic and legal issues related to the cement production process. The framework suggest the creation of internal competencies through proactive behavior and focusing on pollution prevention and process innovation. The cement industry has developed a pilot environmental management system that came out from its policies. This will mean cost-savings and competitive advantage.
